김대중 대통령의 바이든 대통령 상원 의원 시절 서신 전문 - 35년전

연세대학교 김대중도서관에서 故 김대중 전 대통령이 35년전 바이든 대통령의 상원의원 시절 보낸 편지를 공개했습니다.

 

87년 당시의 한국 정치 상황, 한미 정세를 이해하는데 큰 도움이 되는 사료입니다. 연세대 김대중도서관에 따르면 바이든은 김대중의 2차 미국 망명(1982.12.23.~1985.2.6.) 때부터 친분을 쌓기 시작했으며, 1984년경부터 한국 민주화, 한미관계 등에 관한 상호 이해를 넓혀 나갔고 바이든이 한국 민주화 문제에 본격적으로 관심을 갖기 시작한 것이 이때부터라고 합니다.

 

김 전 대통령이 한국에 들어왔을 때 바이든 당시 상원위원은 보좌관을 보내서 교류를 계속하였습니다.

 

김대중의 서신이 효과를 발휘하여 실제 1987년 바이든 상원의원은 동료 의원 30명과 함께 조지 슐츠 미국 국무장관에게 편지를 보내 전두환의 인권탄압이 국제이슈가 되고 있다면서 양심수 석방 등 레이건 행정부의 관심을 촉구했습니다.

 

또 1987년 6.29 선언에 대해서 故 노태우 전 대통령이 주목받고 있지만 진정한 영웅은 과격하지만 평화로운 시위를 한 한국 국민들이라고 말하고 있습니다.

 

5월20일 바이든 대통령의 방한 스케줄에 맞춰서 故 김대중 전 대통령의 서신을 공개한 것은 매우 뜻깊은 일입니다.

나의 친애하는 바이든 상원의원:

 

최근에 저는 당신의 유능한 입법 보좌관인 엘리자베스 D Sherwood 여사와 아주 좋은 만남을 가졌습니다.

 

당신이 그녀를 당신 대신에 보내서 날 만나게 해준 것은 매우 친절한 일입니다.

 

나는 이 편지가 미국 국민들 뿐만 아니라 전 세계의 억압받는 국민들을 위한 자유와 번영을 위해 여러분의 평소와 같은 고무적인 활동을 추구하며 건강한 모습을 발견하게 될 것이라고 믿습니다.

 

제가 전적으로 신뢰하는 친구 최운상 교수의 손에 맡겨서 이 친서를 보냅니다. 최 박사는 하버드 로스쿨을 졸업했으며 인도, 이집트, 모로코, 자메이카, 카리브해에서 한국 대사를 지낸 바 있습니다. 그는 현재 마카오의 동아시아 대학 사회과학부 학장을 맡고 있습니다.

최근 박희도 육군참모총장이 내가 대선에 출마하면 "불행한 일이 일어날 것"이라고 위협했습니다. 그의 발언은 오늘날 한국인들이 직면하고 있는 가장 근본적인 문제, 즉 우리 민주적 과정에서 한국군의 중립성을 건드렸습니다.

 

나의 관점은 군사 개입은 두 가지 이유로 반대되어야 합니다.

 

기본적인 이유: (1) 그것은 민주주의 제도와 시민 우월주의의 원칙에 반하는 것입니다.

 

사실 두 정권이 지난 27년 동안 군에 의해 통치된 결과는 용서할 수 없는 결과를 낳았습니다.

 

인권 탄압, 대규모 부패 및 조직적 노동자의 억압;

 

(2) 한국에서는 자의적 정치적 생각을 가진 장군들이 한국과 미국의 공동 안보 이익에 심각한 위협을 하고 있습니다.

어떤 식의 군대의 개입도 한국의 민주주의 재건의 마지막 기회를 파괴할 것입니다.

 

미국 정부는 상호방위조약에 따라 4만명 이상의 병력을 보유하고 있을 뿐만 아니라 한미연합사령부의 틀 안에서 한국군의 작전통제권이 미국 사령부에 귀속되어 있기 때문에 한국에 큰 영향력을 행사하고 있습니다.

 

한국 민주화의 지평선 너머에 군사개입의 위협은 항상 크게 나타납니다.

 

우리가 그들의 중립성을 확신할 수 있다면 민주주의 회복에 더 이상의 장애물은 없을 것으로 예상됩니다. 내가 지금 당신의 도움을 찾고 있는 곳은 이 지역입니다. 나는 때때로 한국 정치의 군사 개입을 거부하는 미국 정부의 공식 성명서가 현재 한국의 군사 정권을 억제하는데 큰 도움이 될 것이라고 믿습니다.

조지 슐츠 국무장관에게 이 분야의 미국 정부의 정책을 분명히 하고 주한 미국대사(미국대사)가 그 정책을 이행할 수 있도록 촉구해 주신다면 개인적으로 감사할 따름입니다.

 

그런 점에서 당신의 호의는 대한민국 민주주의 재건의 성패에 결정적인 영향을 미칠 것입니다.

 

둘째로, 우리는 미국 국민과 정부가 한국에서 실제로 일어나고 있는 일에 대해 좀 더 정확하게 이해하기를 바랍니다. 기억하겠지만 1987년 6월 29일, 노태우 여당 대표(민주정의당)가 갑자기 대통령 직선제 등 우리의 요구를 모두 수용했습니다.

 

이 행동으로 노 대통령은 영웅으로 칭송받았고 타임지와 뉴스위크지의 표지에 등장했습니다. 사실 영웅이 있다면 극단적이지만 평화적인 시위를 만든 한국 국민들입니다.

 

여당은 우리 국민의 요구를 받아들일 수밖에 없었습니다. 결국 투쟁에서 승리한 것은 우리 국민의 힘입니다. 미국은 한국에서 항상 국민의 편에 서는 것이 타당할 것입니다.

 

이전 존재하지 않았던 반미주의가 최근 표면화되기 시작한 것은 미국의 한국 상황에 대한 진정한 이해 부족에 대한 우리의 좌절과 불만에서 비롯되었습니다.

 

앞서 반미주의의 주된 이유는 미국 정부에 의해 현재의 비민주적인 정권에 지속적인 지지를 하고 있기 때문입니다.

 

우리는 우리 국민들의 열망에 대한 진정한 이해를 바탕으로 미국 국민들의 지속적이고 변함없는 지지를 원합니다.

 

당신이 궁금한 점이 있다면 최 박사가 우리 상황이 시사하는 바를 좀 더 자세히 설명할 수 있을 것이라 믿습니다. 그가 한국 정세와 더불어 우리 공동의 대의를 위한 지속적인 노력에 대해 계속 알려드릴 수 있을 것 같습니다.

My dear Senator Bidden:

Recently, I had a very good visit with Ms Elizabeth D.Sherwood, your able Legislative Assistant. It was very kind ofyou to send her to meet me on your behalf. I trust that thisletter will find you in good health and in pursuit of your usualinspiring activity for the cause of freedom and welfare not only for the American people but for the oppressed peoples the world over. I am sending this personal letter by the safe hands of Professor Woons ang Choi, my trusted friend in whom I have complete confidence. Dr. Choi is a graduate of Harvard Law School and formerly Korean Ambassador to India, Egypt, Morocco, Jamaica andthe Caribbean. He is currently Dean of the School of Social Sciences at University of East Asia in Macau.

Recently, General Park Hee-do, Chief of Staff of the Republicof Korea (ROK) Army threatened that "something unhappy" will happen, if I run for the presidency of Korea. His remarks touched upon a most fundamental issue faced by the Korean people today i. e., the neutrality of the Korean military in our democratic process.

In my view, the military intervention must be opposed for two basic reasons: (1) It is counter to democratic institutions and the principle of civilian supremacy. In fact, the two regimes ruled by the military for the last 27 years resulted in inexcusable suppression of human rights, large scale corruptions and systematic oppression of the working people; (2) In Korea, arbitrary movement of troops by the politics-minded generals seriously endanger the common security interest of Korea and the United States. The intervention of any kind by the military will destroy the last chance of reestablishing democracy in Korea.

The Government of the United States has a great influence in Korea not only because it maintains over 40,000 troops under the Mutual Defense Treaty but because the operational control of the Korean armed forces is vested in the American Commanding General within the framework of the Joint U.S. -Korea Combined Forces Command.

The threat of military intervention always looms large over the horizon of Korea's democratic process. If we can only ensure their neutrality, no further obstacles are expected in restoring democracy in Korea. It is in this area where I now seek your assistance. I believe that the public statements by the Government of the United States from time to time that it rejects the military intervention in Korean politics will go a long way in restraining the present regime and the military establishment in Korea

I should be personally grateful, if you would kindly urge Secretary of State George Shultz in making clear the policy of the United States Government in this field and to ensure that the United States representative in Korea (American ambassador) implements that policy. Your good offices in this regard will have a decisive effect on the success or failure of reestablishing democracy in Korea.

Second, we would like the American people and Government to have a more correct understanding of what is really going on in Korea. As you recall, on June 29, 1987, Mr. Roh Tae-woo, head of the ruling party (Democratic Justice Party) suddenly accepted all our demands, including the direct election of the president. For this act, Mr. Roh was hailed as a hero and appeared on the covers of TIME and NEWSWEEK magazines. Actually, if there is any hero, it is the Korean people who staged relentless but peaceful demonstrations. The ruling party was forced to accept our people's demands. It is the people power which ultimately won the struggle. It would be reasonable that the United States always stands on the side of the people in Korea.

I am sure that Park can explain in more detail all the implications of our situation, if you have any questions. He is up-to-date on the Korean situation as well as on my own thinking I shall keep you informed of our continuing efforts for our common cause.
